About Singapore Bay Run?

I took part in the SBR 2007 in the 12KM cat. when I finish, I saw some of the other runners (who completed) have a "Sliver" Finisher's medal. I know it's belong 21KM cat. but under which category (competitive close or open??? or non-competitive???)
